On 13 October 2024, the collection of comments as part of the public consultation on the draft transport offer for the 2034/2035 timetable under the Horizontal Timetable (HRJ) was completed. In total, 1,347 questionnaires were submitted via the online form, containing a total of 1,811 comments. Thank you for your commitment and participation in the development of the HRJ. The collected proposals are currently being analysed – decisions regarding the inclusion of individual comments must be coordinated with the other, parallel paths of the consultation process. The publication of the public consultation report, as well as the report summarising all four consultation tracks, is scheduled for the second quarter of 2026.
The aim of the public consultation was to gather as wide a range of views as possible from passengers, representatives of local authorities, social, expert and industry organisations, and the scientific and technical community regarding the general principles of the transport service. The public consultation covered the route network diagram, including service frequencies, and the assumptions regarding commercial stops for the 2034/2035 timetable (so-called Horizon 2035) in its draft version as of 16 July 2024.
Horizon 2035 is the most representative in the context of the project’s objectives due to the stabilised assumptions regarding the future shape of the Polish rail network. By then, the entire “Y” high-speed rail system is due to be commissioned, comprising a shared corridor from Warsaw to Sieradz via the new airport built as part of the Port Polska investment, and extensions from Sieradz westwards – to Poznań via Kalisz and to Wrocław.
The subject of the public consultation was material published in the form of a single presentation of the transport service proposal. As each questionnaire allowed for multiple comments, individual items were separated to organise the collected feedback. As a result, a total of 1,811 comments were gathered.
The conclusions from the whole consultation process, which is still ongoing, will be set out in a report. It will be made available to the public once the three remaining consultation paths have been completed: consultations with potential rail operators, consultations with public transport organisers, and consultations with foreign partners from neighbouring countries regarding the coordination of international connections. The report is expected to be published in the second quarter of 2026. The conclusions drawn from the entire consultation process will form the basis for the revision of the transport network layout.
